The short answer: most travellers from Belgium no longer need a dedicated "Umrah visa". A Saudi tourist eVisa — applied for online, in your own name, without an agency — permits Umrah. You need a passport valid well beyond your travel dates, a confirmed return flight, confirmed accommodation in Saudi Arabia, and health insurance, which is bundled into the eVisa fee.
The dedicated Umrah visa still exists and is still issued through licensed agencies, and for some travellers it remains the better route. Below is what you need for each, and the mistakes that cause most refusals.
Do you need a separate Umrah visa?
This is where most people get out-of-date advice, because the rules changed and a great deal of what is written online predates the change.
There are two routes. The first is the Saudi tourist eVisa, applied for yourself online. It is multiple-entry, valid for a year, and it permits Umrah. It does not permit Hajj, which is allocated separately through a national quota system. The second is an Umrah visa issued through a licensed Saudi operator, tied to a specific itinerary and travel window.

If you are travelling independently, outside Ramadan, and you are comfortable booking your own hotels, apply for the eVisa yourself and keep the agency fee. We would rather tell you that than sell you something you do not need.

Do one thing right now: open your passport and check the expiry date against your intended entry date. It is the most common reason a trip has to be rebooked, and it takes ten seconds to rule out.
Women, children and first-time pilgrims
The mahram requirement for women performing Umrah was removed. Women may travel alone or as part of a group. Some family members and even some agencies still work from the old rule — if you are told otherwise, ask for the current source.
Children need their own passport and their own visa; they cannot travel on a parent’s document. If only one parent is travelling, carry documentation of the relationship and, where relevant, the consent of the other parent. It is not always requested, and it is a very bad thing to be missing when it is.
For first-time pilgrims there is no extra paperwork, but there is a practical point worth making: the rites are physically demanding and Makkah in summer regularly exceeds 40°C. If anyone in your group has a heart condition, mobility limits, or is fasting alongside the journey, plan the itinerary around that rather than discovering it on arrival.
The timeline that actually matters
The visa itself is usually the fast part. What delays people is everything upstream of it.
- 1Eight to twelve weeks out — check passport validity and renew if it is anywhere near the line. Belgian passport renewal takes weeks.
- 2Six to eight weeks out — book flights and accommodation. For Ramadan, and especially the last ten nights, make that four to six months.
- 3Four to six weeks out — vaccination appointment.
- 4Two to four weeks out — submit the visa application.
- 5One week out — print everything, confirm hotels and transfers.
When an agency is worth it
Not always, and we will say so. Apply yourself if you hold a Belgian or EU passport, you are travelling outside Ramadan, your dates are flexible and nobody in your party has complicating factors.
Use an agency if any of the following apply:
- You are travelling in Ramadan, especially the last ten nights — Haram-adjacent hotel inventory in that window is allocated, not searched, and no amount of comparison shopping will find you a room that is not there.
- You are travelling with elderly parents or young children and need a hotel within a genuinely short walk, not a straight-line distance on a map.
- You hold a non-Belgian passport with a Belgian residence permit — eligibility gets more complicated and errors are expensive.
- You want to combine Umrah with a stopover in Dubai or Istanbul, or a visit to Pakistan.
- You have had a visa refused before, anywhere.
- You want one number to call when a connection is cancelled at 2am in Jeddah.
That last one is most of what people are actually buying.
Five reasons applications get refused
- 1Insufficient passport validity at the date of entry. Entirely preventable, and the most common cause by a distance.
- 2Unconfirmed accommodation. A provisional or freely cancellable booking is often not accepted as evidence.
- 3Name mismatch. The application must match the passport exactly, including the order of given names. A mismatch between passport and flight booking also causes problems at check-in even after approval.
- 4Photo quality. Shadows, glasses, a cropped chin, a background that is not white.
- 5An undeclared previous refusal or overstay. Declare it and address it — concealment is worse than the original problem.
